I thought the whole point was that it was "backintheday", illegal raves and all that.. so what's with the licences? Why bother with it?

I think backintheday there was so little else happening that people didn't care about regulations and things were kept quiet so most Local Authorities didn't have a scooby. Nowdays more than likely someones gonna sue and if regs aren't adhered to then that's one fat lawsuit you'll be looking at.
That and Renaissance ;D
